Minister for National Development, Mah Bow Tan, shared some of the government’s innovative urban development policies that propelled Singapore to recently grab the number one spot as Asia’s most livable city. “The experience of Singapore serves as a microcosm of the challenges that many cities in Asia face,” said Mr Mah. He said that Singapore is more developed as a city now than in 1965, when the island first gained independence.

For the city-state to achieve a livable and sustainable city over the next 50 years, Mr Mah said Singapore would need breakthroughs policies that will also change the way things are done.

The main areas that will require innovative measures are economic activity, technology, as well as in policy and governance.

Mr Mah said global environmental concerns remain a high priority in the development of urban planning for Singapore. Touching on economic growth and activity, Mr Mah said Singapore must restructure its economy and move up from being a producer of goods to a producer of ideas.

A tripartite Economic Strategies Committee involving government, labor and business, has laid out strategic transitions for the economy to be more innovation-driven and increase the productivity growth trajectory.

Technology would also play a part in helping the Singapore move up the value chain. “Technology will allow us to transcend our limits to growth. In line with the global concern of climate change, we have invested $680 million in Clean Technology R&D,” said Mr Mah. Some examples of clean technology cited by Mr Mah include the development of Jurong Island into an energy-optimized industrial cluster, and the development of a Clean Tech Park at Jalan Bahar as a platform for test-bedding of clean technologies.

The government is also test-bedding the use of diesel hybrid buses and electric vehicles, as well as studying the next generation of road pricing technology. Mr Mah added that a S$50 million Research Fund has been established for the Built Environment to intensify research and development on green buildings.

“Building and Construction Authority (BCA)’s Zero Energy Building is a showcase of how an existing building may be retrofitted with green building technologies to achieve higher energy efficiency and environmental sustainability.” More than just building green infrastructure, a comprehensive training framework to nurture a core group of green building professionals is also laid out to support the adoption of green building features. “We [also] have designated new districts, such as the Jurong Lake District and Marina Bay, as sustainable districts where the latest ideas and technology in high-density living, urban planning and design guidelines will be implemented.”

Mr Mah said Marina Bay is planned with excellent public transport and pedestrian connectivity. The area will also be equipped with a network of cycling paths. “We also stipulate that the buildings to be built in Marina Bay must achieve a minimum level of green building performance.”

The entire Singapore city could also serve as a “living laboratory” for testing green technologies. New towns like Punggol can serve as platforms where such technologies can be designed, test-bedded and integrated within homes.

For eco-town Punggol, a 4.2 kilometer waterway linking up the newly dammed up Punggol and Serangoon reservoirs will be completed at the end of this year. The waterway aims to provide more opportunities for innovative housing, sports and recreation, and commercial developments at the Town Center.

“Punggol is also home to our green showcase project, the Treelodge@Punggol, which will be completed by the end of this year and house over 700 families. This project incorporates a range of green technologies and innovations such as solar panels to generate lighting, centralized recyclable refuse chutes and a rainwater collection system,” said Mr Mah.

In the areas of policy and governance of urban development, Mr Mah said new policy innovations are required to respond to key environmental and demographic changes. “The rapid aging of our population challenges our planners and policy makers to ask ourselves what it means to build a livable and sustainable city for our seniors.”

The government plans to integrate policies across urban planning, housing and health care, to prepare our public estates to enhance standard of living of these estates for senior residents.

Policies will include the development of studio apartments that cater for seniors and programmed such as the lease buyback scheme.

The scheme allows seniors to stay in their flats while unlocking the value of their flats. In the end note to his speech, Mr Mah said he was excited about the future of cities in Asia.

“I believe that there is an opportunity for Asia to evolve its own model of livable and sustainable cities for the world – cities that are vibrant yet sustainable, high in density yet.”
