Insurers are demanding an overhaul of the rules governing young drivers in order to help to cut the death toll of young drivers on the roads and subsequently the high insurance premiums for young people on the roads.

For those aged between 17 and 22, men pay an average premium of £1,703 whilst women pay £1,157 although following EU rules in December men and women will be paying the same.

Insurers set their prices based on accident statistics, which are currently incredibly high. More than 2,500 drivers aged between 17 and 24 were seriously injured or killed in 2012 which is drastically higher than those aged 30 and 44.

The Association of British Insurers (ABI) has reported that drivers between the age of 17 and 24 are three times more likely to be involved in accidents where people suffer life changing injuries. Age is a huge factor in the likelihood of accidents, with those between 17 and 24 15 times more likely to suffer death or injury on the roads than novices aged between 37 and 44.

The ABI wants big changes made, with young drivers on the road for a year before they can take a test and restrictions on how and when they can drive on the road. They have recommended that young people have a 12 month learning period, with lessons to be taken at night and in the winter when conditions are more dangerous, a ban on passengers being in a car for those who have only been issued a license for 6 months or less, a restriction on night time driving for the first six months of driving and lower blood/alcohol limit.

It is recommended that as well as choosing a car with a small engine, young people take part in defensive driver training courses to keep them safe on the roads.
