Little Known Government Programs Help Veterans Get the Home Care They Need

The following is a summary of information from the Veteran Administration website which describes the features of these two VA programs, (a) Aid and Attendance benefits and (b) Housebound benefits.http://www.vba.va.gov/bln/21/pension/vetpen.htm#7

A Veteran must already be qualified for a pension, then apply for the benefits under these VA programs. Once it is determined that the Veteran is eligible for a program, then the Aid and Attendance benefit or the Housebound benefit is paid in addition to the monthly VA pension.

Eligibility of a Veteran for the Aid and Attendance benefit depends if the veteran requires the aid of another person in order to perform personal functions required in everyday living, such as bathing, feeding, dressing, attending to the wants of nature, adjusting prosthetic devices, or protecting himself/herself from the hazards of his/her daily environment, or the veteran is bedridden, in that his/her disability or disabilities requires that he/she remain in bed apart from any prescribed course of convalescence or treatment, or if the veteran is in a nursing home or blind.

Eligibility of a Veteran for the Housebound benefit depends if the veteran has a single permanent disability evaluated as 100-percent disabling and, due to such disability, he/she is permanently and substantially confined to his/her immediate premises, or, the veteran has a single permanent disability evaluated as 100-percent disabling and, another disability, or disabilities, evaluated as 60 percent or more disabling.

A veteran cannot receive both Aid and Attendance and Housebound benefits at the same time.
